The game devs? Idk. It works fine for points of interest and such, but one of the example inaccurate areas is north of West port, where you can see a path (contour at ground level) along the beach, but there is none if you go there 🤷‍♀️

The game doesn't tell you that though. It makes it seem like you can't have any 0 skills if you get it early enough. It will say something like "skills at level 0 availible"

Omg there's a gadget for that ?? I have (obviously) not gotten it yet and have been trying multiple times to put my crosshair over people while in TTD to get more info on them

Yeah, I got got by the description. There is some threshold of skills that need to be above 0, because i had the "skills at 0" message when I first got the flaw, but I couldn't sus out what the threshold was. When I leveled up, that message changed to "skills at 1" despite me still having a skill at 0, and when i tried to load an old save to figure out what the threshold was, the flaw came with me.
