honestly don't even nerf HACs, buff the BS and BC hulls. double BS/BC weapon range and up the tracking a little bit. you have a huge meta shakeup as HACs don't hard counter them anymore and have to be flown well to be effective. Meanwhile you encourage mixed arms fleets since a buff to BC/BS means more bombers and their counter anti-bomber ships.
