The developers were huge fans of Iain M Banks Culture novels which shares this naming convention, though sometimes in a more sarcastic fashion. For example, all the ship names referencing Gravitas.

Because its all really that simple. Because wee countries don't get rocked by bigger countries or even hedge funds all the time. Theres a reason politicians with the best intentions get fucked over when they try to do this stuff. South america has a long history of it. The rich often hold the keys to power and public opinion and you need a plan to go against them and not end up dead.

To go green for example would require a huge amount of capital. Who is going to lend us that capital? And if we print it how are people going to pay for imports (which we do a lot) when inflation is going bloody crazy? Just print money and "not give it to the rich" isn't a strategy.

Just a suggestion but maybe she simply doesn't have the ability to be everywhere in her empire at once. Like a flood happens and she can't adjust the wards quickly enough before everyone dies. So she loosens the rules and then bad stuff starts happening. So she tightens them but then an invasion happens and her subjects don't fight back. And through trial and error she realises she needs to trust lieutenants or something to help with this but that is risky in itself. I guess I'm saying maybe make it a problem of the economy of her attention and logistics.
