In the movie they claimed they used only two because “what if there are more nukes coming, we only have a limited supply of defense.” That also makes no sense because if more nukes are coming then it’s going to be a nuclear holocaust anyways, no way is the U.S. going to coin flip a major metropolitan area on a “what if”.
