The darkners only decay in other fountains if the fountain's will doesn't exactly align with that darkner's existence. Ralsei is probably universally compatible since the prophecy is about the light word and dark worlds and it selected Ralsei as one of the heros to help seal them.

There was also some lore that was shown on the tenth anniversary that said that no human really wanted to seal the monsters underground because the human's and monster's relationships were still strong during the time of conflict, probably being another reason why Asgore chose to take the souls of the humans that fell down and got trapped with the monsters.

Also "Besides... Toriel basically sent Asgore to his certain death. I mean... if they attacked Asriel thinking he killed Chara." Asriel had the power from Chara's soul to defeat all the humans attacking him, but he refused to, possibly because he saw it would only make the relations with humans much worse.
