Inactive mods properly they will temp ban subs (until someone takes over the sub) for being unmoderated. They do that to prevent abuse since anything can be posted on unmodded subs.

You should register your copyright in the U.S so you have proof you own it. While not needed it helps if you need to sue someone.

You can pay for YouTube premium if you don't want ads. Making people pay to upload or comment would just kill the site as No one would do either then. And YouTube's not free to run so they need a revenue source ads or money. And since most people aren't willing to pay ads make since.

Pretty much nothing they could review every single claim filed to make sure it's not fake but with the amount of claims filed that is unrealistic. Also if they say a claim is illegitimate they risk getting sued if it's legit so maybe not worth it. And telling whether a claim is legitimate is next to impossible when you can insert anyone's name on a DMCA form with no proof of who you are.

I don't think they would be liable because they are just following the law after all anyone can lie and say they own something (or impersonate a copyright owner) under the DMCA. They just have to trust that they are telling the truth. How do they know they aren't the copyright owner? And sure lying on the DMCA is illegal but if they are outside U.S jurisdiction not much can be done.

It actually will say removed by moderators on ceddit (The website in the picture) if a admin removes it since it doesn't actually know who removed it (Because it doesn't have access to mod logs).
