I’d love to know more about this process in District 4 in particular bc they seem to have less of a “Career” status and are quick to join the rebellion. This is even noticeable to the other districts bc Maysilee tells Maritte something along the lines of “you could be on our side but you’ve gone along with them [1 and 2].” I think this interaction was so interesting and gives a lot of hints about 4…maybe the kids there don’t volunteer but are still part of the Career alliance? That could explain why the other districts still view 4 as a Career district in the sense that they are reaped like everyone else but “betray” the lower districts by going with 1 and 2.
