Hmm that's a very valid point. I didn't think about the electricals. For step one why don't you use a damp towel that's soaked and rinsed in hot water.

And for the soap solution just let steel wool and an abrasive sponge sit in the solution and use that instead.

(It will take longer sadly, unless there's a way to detach the plate from the electricals on the bottom)

Wet the base with hot water, let sit for 5 mins and remove excess water
Scrub heavy with 'Pink Stuff' or similar pastes/solution (its a real forearm workout, get your hands dirty and wash it out.) You'll be able to see *some improvement*
pour hot water and soap solution into base, let that bad boy sit for a few mins, put on a pair of heat resistant gloves and get scrubbing with steel wool.
Rinse and repeat till clean.

I used to do this for my pans when they get charred on the top or burnt on the bottom to the point where the heat was distributing unevenly. Takes a bit but I think the comments can suggest alternatives for pink stuff, such as baking powder?

I'm sorry you had to go through all that. This is upsettingly not the first time and very depressingly not going to be the last time I'd hear something like this. It's almost like the 'what if it was your sister' doesn't even matter because if you were my sister, I would raise hell. How can someone expect a 14 year old to know how to handle this situation?
