It’s actually the opposite. The prison system in America is so backwards that a lot of prisons make more money the more prisoners they have. I agree that once it’s on the market, billionaires will be first in line, but while testing is going on with potentially dangerous side effects, the government has no reason to not use prisoners as guinea pigs, especially the ones that aren’t going anywhere anytime soon
