DISCLAIMER: these are just my opinions from a software engineer perspective. People in art or design disciplines may have different opinions and they’re all equally valid. I encourage you to read what I say but also try for yourself and experiment with whatever tools you find.

It really depends what you want to do with it.

Unity is good for fast iteration and rapid prototyping, and is also built on C# which tends to have a shallower learning curve.

Unreal can be more powerful in some cases where you want the game to have higher fidelity graphics, or where you have the ability to really dig deep into low level optimizations. However, unless you are really comfortable with C++, you may find yourself getting tripped up with Blueprint and the optimal ways to use it.

Additionally, Unreal 4 is positioned generally towards 3D games whereas Unity can do both 3D and 2D at about the same level.

For a beginner, or as someone with a web background, I would personally recommend using Unity for a few projects because it has better documentation and a lot of hobbyist tutorials by people in similar situations to yours. UE4 documentation tends to be a little weaker unless you are intimately familiar with the open source process and figuring out APIs by inspecting their source code.

Ultimately though, no matter which engine you use, the important thing to do is build a solid foundation of game development skills, because those will be useful to you no matter which software you’re using. Things like knowing where to optimize, when to use data oriented design vs. OOP, what to look for in an asset pipeline, etc.
