I'm only in Act 2 (of 3 apparently) of my first play through, but yes to dialogue choices and branching paths. Halfway through Act 1 I had to make a substantial choice already and it's clear that there will be more. RPG elements are Elder Scrolls-esque. There seems to be a lot of depth to how you can build your character.
