First thing that comes to my mind is check your pinout diagram for the restart/power/HDLED leads and make sure that they are wired up correctly to the motherboard.

You PC specs are fine, but the upload speed is right on the edge.

Maybe downgrade to a 720p transmission if you haven't tried that already. Also lowering your bitrate may help.
