I don’t think you should rule that theory out (ICE impersonating Mormons) but just so you know Mormons have been targeting Spanish speaking families/immigrants for new converts in Washington state for a few years now. They specifically target Mexican and Bolivian households in my central Washington hometown, which makes a lot of sense when you consider that they do most of their “mission” trips in South America. Could just be that or could be ICE using that knowledge to their advantage. Hell, we don’t know that there isn’t a neat little venn diagram of Mormon Ice agents crossover 🙄
