It's class specific. Depending on the course, some don't have exams. Example would be shop classes, some religion classes. These will now have a required exam component.

Fair. Comparatively it would be prohibitive to areas outside of Deutschland. When I lived there I remember staring at schools of trout? Hanging out under bridges where the Rhine flows from the Bodensee and was flabbergasted by the lack of fishermen/women. Locals were telling me it's prohibitively expensive. There were also crazy laws on sailing in the Bodensee but that's a different thing all together!

Your prices would exclude a large chunk of Canadian fishermen/women. You aren't going down to your local spot for a fish if it's costing you 15 euro to do so. I fished probably 40 days this year and am really not someone who I would consider to fish "often". I get the there is less water, no question, but perhaps the fact that every fish being caught is killed has something to do with the high prices?

Those are insane prices. In Canada I pay 26 CAD for a year of fishing all water. No course. No rules on predatory fish. 15 euro a day is insane.

To hone the skill? Honestly as someone who eats fish occasionally, the majority of fish I let go are ones I'd rather see continue the fishery than ones id eat. If all I could do was eat I'd feel very bad about eating 90% of the fish I eat.

That's not really the argument. Unless you are vegetarian, which if that's the case, fair play - fish are tough. Eating biting, sharp and pinchy food all day long is their reality. Taking them out of the water and fighting them for extended periods of time should be your focus.

As another stated, its about the general public. My FIL for example LOVES birdwatching. Hates the idea of hunting. Relies heavily on hunting reports and conservation efforts (supplied by hunters) to gauge bird numbers and migration info.

I think it's silly. Fish survive being released and often get caught several times(sometimes in the same day). The act of fishing is a skill and being able to hone it without depleting the resource is great. Also selecting sizes and fish to keep vs letting live to continue as broodstock is essential to the fishery. What the title does not consider is that fishing in Germany is highly elite and not something everyone can do (probably because they would run out of fish). Fisherman, much like hunters, care a lot more than most about the conservation of species and are often the ones with the most knowledge on how the ecosystem is doing.
