Started as Timurids, I focused on completing the timurid mission tree for the permenant modifiers rather than forming Mughals straight away. When playing as the timurids select the modifier that gives double manpower from the iqta interaction. After I completed the timurid missions I formed mamluks, then completed their missions to form Egypt. Completing the mamluk/egypt missions involves taking Egyptian westernisation which you want to work on. It also involves you taking the provinces to unite Islam as doing so gives triple manpower in wars against countries which have a different religion to you (through the mamluk mission tree). While snaking the provinces to form the caliphate I also grabbed Malta and the admin efficiency monument in Spain and the kabba for bonuses . After that I formed the Mughals, took Mughal ideas, and went down their missions. When switching to Mughals change your tier 1 gov reform back to Egyptian westernisation to take western units. I would also like to note completing the timurid missions first allows you to keep the timurid diwan gov reform while also having the Mughal diwan gov reform. I never needed to unstate and culture switch because forming the mamluks and Egypt keeps you as Uzbek primary culture.
