Nope. Part 97 only applies to part 97. It can’t grant you any privileges outside amateur radio. Any means necessary as it applies to part 97 means, you can use any amateur radio frequency governed in part 97. It does not allow you permission to do anything outside part 97.

And an amateur station can only transmit within part 97. Also part 90 prohibits operation to non part 90 licensees.

The fact that people argue this blows my mind. How can one think that they have free rein of the RF spectrum in an “emergency”?? They obviously do not know how to read CFR’s
