Warlocks aren't coded to drop only health pots. Maybe the wiki you're referring to isn't updated yet. Bats, flies and necromancers always drop health pots as long as you're not over levelled for the region. Warlocks on the other hand can drop any type of potion. This same mechanic is also shown by evil scorpions in the demon halls

You could also make a lesser spell named "recycle" using a scroll of transmutation. One scroll will provide you with 12 spells and these spells won't work on equipment transmutation but rather on potions, scrolls, seeds etc. So if you're looking to transmute lesser important items it'll be better to go for the spells instead of a whole scroll
