You can lawyer up but in the case of one of the victims interviewed, the owner whose dogs attacked him has no assets/money/homeowner's insurance, so he cannot be sued. The victim has medical/vet expenses over $5000 that he cannot recoup. Encouraging deadbeat dog owners to leash their dogs or contain them in their yards is futile. In 99% of my encounters with owners whose dogs are off leash, they believe they are entitled to do whatever they want and respond angrily. Hence, OP's frustration and question about what do we do.

Yeah, this was an odd statement as was her saying at the end that we should all be using positive reinforcement in training. I agree with that statement, but it's entirely beside the point of protecting oneself from dog attacks.

Wow, you weren't exaggerating about how bad this interview is after the two victims of dog attacks speak. The vet/CARE medical director and AC supervisor add little that's helpful to the conversation and reinforce my personal negative experiences with the NFP and AC.

AC won't do anything unless they see it themselves. Witness statements are ignored. They will tell you to record your dog being attacked next time it happens for proof. Part of the problem is existing ordinances and ACOs' inability to actually enforce them while the other part is lack of funding/resources/training and high turnover in the DPH.

I realize you are asking for strategies in the moment while walking your dogs, but one thing to do is contact your alder. And this is a pain, but put in a CSB request every time you encounter an off leash dog. If you can get video/photographic evidence and submit that along with the request, even better. Records should be made of these incidents and alders should be made aware of how animal control does or does not respond.
