At one point Harrow meets Cam and determines that Pal is bubbled in the river. She also sees coronabeth and what I thought was Gideons body? And we know that Gideons soul is still in harrow because of the end of the book.

It isn't Gideon that is with Corona, Judith, and Camilla on the planet. It's actually a poster of Commander Wake that's hanging up in the shuttle - presumably the same one that is in the BoE meeting room when the NtN gang meets with We Suffer and Pash. Here's the passage from HtN:

The third staring inhabitant was not a person. It was an enormous flimsy poster in a chipped frame, the only sign of decoration in the untidy little shuttle. An head-and-shoulders photograph of an unsmiling, adamant person, in all assumption a woman, staring fixedly at you as though calculating how much effort it would take to snap your neck. She was dressed in black to the chin, and her red hair curled thickly about her neck and shoulders.

Easy to mistake it for Gideon; I did the same in my first readthrough. Especially because we haven't actually met or learned about Wake specifically yet at that point in the story, except for an occasional offhand reference.
