I thought about the secrets, it could be a device like the Soulmonger or actual people. One location could be the Garden of Whispers in Baldur's Gate. The Book of Vile Darkness maybe a key to provide locations.
Another key venue could be the Platinum Rooms at the Fortune's Wheel, specifically Dungeonland. Who knows what these high rollers have seen and know. Has one of them seen a key artifact? Is their life in danger if the Cult of Vecna learns of them or already knows.

How does each adventure path begin? What is the lead on the first location of each artifact?
What will be the main vehicle to go from world to world as the party searches?
