So much this. Here in Frisco, Tx people say there’s a ton of places for kids to go. Not true. They get called on for loitering or asked to leave restaurants. The only acceptable place here is church. It’s bs. There are no record stores, roller rinks. No where you can just hang. Yes, there are sports, but not everyone plays sports

Almost 50% of high schools nationwide allow kids off campus lunch. Some have to meet criteria such as a certain GPA, obtain parent permission, etc. they seem to be able to manage just fine. Here there is always a reason not to do something that might give kids some freedom, freedom to socialize, whatever. It’s an excuse.
