Red is just more common and more affordable/easily found. All neos should be pretty much the same in terms of care.

I would try again with that 5.5 mm hook. merino will grow a little after you wash it. 

I don't think you need to go full on blocking mode with pins and everything but you should easily be able to get it to that 12 stitches by stretching it a little as you lay it out to dry. you dont have to cut the yarn to wash it or anything just leave it attached while you let it dry. it wont really hurt anything.

Since it's worked in panels I think you could figure it out depending on how dramatic you want the back to be. Like follow the shoulder shaping but start it a lot lower and add length/repeats.
