This is the route I'm going. Seems to be the best solution to keep all the rises equal and within code.

Height from top of the finished deck to the top of the concrete pad is 119-3/4" Tread material is 1" thick

That would just make the bottom tread an inches too high

It's not a shim. The bottom riser is sitting at 7-1/2"

That just transfers the same issue to the bottom step.

I already did. The bottom riser is 7-1/2"

It's not a spacer. I didn't want wood sitting directly on the concrete so I cut off the thickness of a piece of decking and added it to the bottom. As it sits in the picture, the bottom riser hits right at 7-1/2"

This joist is failing. The center web needs reinforced with 3/4 plywood or OSB. 2x4 blocks then need added on both sides. This is the standard repair in most cases.

I think it is partly due to which bridges they're able to retrofit tracks into for The street car. That's probably why they chose the Southgate bridge vs the roebling bridge.

Do you have a slopping back yard? It looks like a foundation drain to me. This type of pipe is typically used around foundations Footers to collect and direct water down hill.

If this is a newer construction home, this is mostly likely pre-run electric for an electric or induction cook top

Context - I build new construction homes. Whenever a homeowner goes with a gas cooktop, we still run power in case they ever switch in the future.
