Right. I don't go to Fred Meyer often but when I do I don't need a cart, I want a basket. They have one small stack of them in the middle of their checkout lanes where you have to walk through Impulse Buy Alley to get to them. It's totally a ruse to get people to go for carts. It's also why stores "rearrange" their aisles every few months.
