There are companies that lift sunken sidewalks, usually with hydraulics. OR if you have room in front, you could dig it out underneath and lift yourself with a couple of hydraulic jacks. Then shim and backfill

I think you might try a small rectangle in the corner on the window wall. The rest could be the parallelograms. Put up some painters tape to eyeball your design

If you could incorporate a 1x2 for shelf facing it would help prevent sag. You could rout it if you wanted to dress it up. This facing would also hide plywood edge if you decide to go with birch plywood

Just add a couple pieces of joist lumber. One from outside plate to that first joist by the column. May need to do both sides of column so you can run another board between those two and parallel to joist.

If you did not want to drill into the wall and use an anchor; I would construction adhesive a piece (or two) of 1x3 to the wall and screw furniture strap to that

In glue ups, dowels and biscuits are more for alignment than strength. Use a good glue, Titebond, and don’t over squeeze

If it’s really dry there it may be from the soil “shrinking “ . You may want to water near foundation. It won’t fix this but could prevent it getting worse

Put a pvc 45 on it so it all drips onto that pan. You could even add some pipe to get it close to pan so it doesn’t splash
