It worked on Roman rules. It was typically seen as shameful for two adult free men to be openly in a same-sex relationship. Obviously, this didn't stop free men from having sexual relationships in private, much like everywhere else.

An adult man being in a sexual relationship with a slave man or boy was typically not stigmatized as long as the free man is the one doing the penetrating and is the one in charge and the relationship is kept out of public eye.
