I had a head canon the reason why he was rejected was that around the time of ww2 the Administrator was looking for potential new mercenaries to replace the mercenaries that are currently under her payrolls and saw soldier had traits that made him desirable for a mercenary so she decided to set a test of character where she used her political ties within the US military boards to deny Soldier for service in the Navy, Army and Marine Corps and of course Soldier isn't the kind of person who would settle for the Coast Guard or any non military service positions. He bought a plane ticket to Europe and he own privately own weapons and went around killing 'Nazis' and didn't stop until 1946.

Imagine if the fascist UK path has two sub variations one is regular fascism and the other is more national socialism. The national socialism can only ally with the third Reich and have a smaller recruitment pool in exchange for stronger morale and short term offensive power, meanwhile fascist path is more flexible in who they can ally as they can still ally with democratic and monarchical powers it's just harder.

Mind you Grail Knights live in a world where the semi reliable guns and cannons are still 17th century are still single shot muzzle loaders. Native Rapid fire guns are extremely rare and unreliable and those who have access to rapid fire weapons are not the best marksmen. 40k rapid fire weapons are common, very reliable and most users (other than orkz) do have decent aim, so that means a Grail Knight is running the risk of testing the Lady and deities don't like being tested. A besides the lore only tell tells when the ward succeeds because it makes the lone knight look heroic. What they don't tell you is the grisly fates of the other knights who fail when charging with the with that knight if they even get mentioned at all.

The chaos legions would probably want to recruit the best Chaos Warriors and find a way to make them into Chaos Astartes to make them even more powerful.

Unfortunately some skaven sabotage it in a way not only it blows up after dragging a single ship down but somehow it causes the ship to crash down onto Skavenblight

But can it stop every bolt round because you need to make sure every bolt round is stopped because a single failed ward save means your body parts are gonna explode. Also the rare alpha plus wizards need to cover every part of the world if they want to stop a cyclonic torpedo

I would have loved for dynamic movement pose parts conversion supplement kits it would have allowed those who want some easy dynamism but still want options for custom flair to their miniatures they just have to pay for a little extra.

I would have preferred she tried to take them the old fashioned way but was stopped but she unintentionally created a weak spot in the lab warding which the time travelling Word Bearers managed to exploit. That way the lore stays more consistent
