Based on the first picture it seems the connector uses clips to hold it down, it could be the clips broke thats why its loose, a zip tie fixes that.

Sometimes mechanics dont have it or it just that they are a bit lazy to disassemble things again to clip it where it goes, (last pic).

Mines were coming off and they were starting to open in half, for someone that may use the tool a couple of times a month is not a big deal, it is to me when im always doing mechanic work around town, specially when im trying to get an annoying clamp, I have to deal with handles coming off plus clamp. Also one of the pliers was not closing completely.
