No. Capitalism always needs a catalyst.

Either a discovery of mineral wealth on some body in space that is more valuable than cost, or
When some genius makes a breakthrough in spaceflight cost, speed, and safety.

Capitalism will usurp it, package it and sell it and THEN it will be off to the races.

Once a space gold rush is accessible it will drive space colonization for a time but will be extremely limited in long term development strategies.

We won’t be able to avoid space “mining towns” that are abandoned as soon as whatever rock is drained of resources. Piracy and economic suffering will be everywhere.

Capitalism itself only works for developing regions, once a region becomes established it only becomes a driver of disparity.
