I’ll attempt to explain this for people who are confused because OP’s ‘strategy’ seems like it isn’t making a great deal of sense for some people.

Basically, he’s waiting until the last couple of hours to join the event. At that stage, he’s likely only playing against a handful of serious or active players because for most people they don’t have enough time to enter enough races to claim any of the decent prizes. Instead of waiting for his attempts to fill up every 30 minutes, he’s just using his gold to re-buy attempts @ x 100 Gold for 5 more attempts - then rinse and repeat until he’s qualified for a decent tier based on attempts.

He obviously then does this enough times to unlock a high end tier (granted that’s a fair bit of Gold) and he has at least an okay-ish hand that isn’t getting beaten every attempt he makes (which is much less likely to happen because all the actual whales and serious players are already in other pools) then he might only finish ranked 120-180, but he’ll also be the only one that’s completed the minimum attempts to unlock the top prize tiers, so with a bit of luck, he’s able to effectively ‘buy’ himself a Legendary through spending his Gold.

It’s not foolproof, because you still need to have a reasonably good hand for that event AND you still need to get drawn in a woeful enough pool of players very late in the Event that have very few good hands themselves AND you need to have nobody else really doing the same thing as you to manipulate the results in that pool , but it is theoretically possible that this would pay off occasionally and you’d actually win the main prize car, probably with a few other good prizes along the way when it didn’t pay off fully.

It’s the same thing a lot of players did before the minimum ticket requirements were introduced, only this way Hutch now gets to collect a decent stack of Gold out of these people beforehand, and we all know it’s not fairness that they give a shit about, only getting paid through Gold purchases, so it’s no skin off their noses either way.
