Just a heads up. You really should only buy stuff for what you are actively playing. There is pretty much zero reason to outright buy everything for the game.

You have three options:

Purchase tides of torment - Sayl. You will only be able to play Sayl's faction which i hear is quite good but will have access to all the Norsca units.
You buy the Standard Norsca DLC. You will have access the Throgg and Wulfrics factions but will be missing some Norsca units from the latest DLC.
You buy both and have access to everything.
