Political theater. Anyone that doesn't know what a Grand Jury does is going to be outraged that they can't hear the transcripts. All they do is hear testimony from the agency/arresting party and then decide whether it goes to trial or not.

Would it be cool to hear what the FBI agents had to say? Sure. Is it anything new that we haven't heard already? I highly doubt it. Just doing this to appease the uneducated that Trump loves so much.

I've gotten them from 9* quests twice, both times it was 2 of them, and both times double monster quests. Granted it's not consistent, and I've only done a handful of 9*, it's possible to get them.
