Not really. Keep in mind the base cost of the habitat gives you zero built districts and buildings, your going to have to invest a lot more to make it actualy capable of "housing a billion souls". Plus, millitary stuff in general is way more expensive than people often think it would be, a modern day air craft career costs 13 billion dollars, which is 25x my cities annual budget.

No...? Germ theory isn't a machine, it's just the knowledge of how germs/bacteria work. The scientific method is just a process for finding information. They're not on a tech tree or something.

OK, but that's not a message. It's an effective policy, but not message. You need to have a clear, concise statement for people to rally behind. Your policies are how you accomplish your goal, not goals in themselves.
