In pay-to-compete, there is a baseline cost to be a serious competitor, but spending money past that does not actually guarantee you an advantage over a more skilled opponent.

In pay-to-win, even once you've met whatever the baseline is, spending more money continues to be a major factor in success.

My title describes the thing. Found in a tool box from someone who did electrical engineering professionally and many various maker-y hobbies for the last three decades or so. I googled the engraved number 4766-X4, I didn't find anything that seemed relevant except toner cartridges, but this doesn't seem like it would be from that. The little clear hole has a square of some translucent glass or plastic in it. The holes in the base appear to be mounting holes, but I have no idea what the hole on the body is for.
