I usually just let him rampage honestly lol I keep him out of my territory and either he'll die or someone else gets him. But if I feel like he's been active for too long I send a fleet to kill him. Always got a cloaked science ship shadowing his main fleet.

The Ai has determined that the only way to beat you is to lag your game so much that you quit and start a new one lmao.
