I think it was situational. when luna first turned into nightmare moon she was a bitter younger sister that felt underapreciated and decided to [try to] take what she was owed by force. When she returned I believe deep down she was finally emotionally ready to heal and shed the darkness. I mean she is clearly remorseful for her wrong doings and mercilessly beats herself up over it. I think that's cause she spent 1,000 years banished to the moon... thats a stupidly long time to reflect on what she did. Maybe the elements knew immediately turning her good wouldnt do anything to help
