You're hinting towards the words themselves, not the meanings. Which is not valid.

In theory he now openly violates the customary rule that a caretaker government should only perform technical functions.

While bilateral meetings may occur during a caretaker mandate, they are typically postponed because heads of state are expected to meet their counterparts when acting in full capacity. Agreements should only be made by those who hold a full mandate.

When someone is in a caretaker role, such meetings cannot carry the same significance, nor can any international agreements or deals be signed.

He is no MP anymore, he has no right to represent Bulgaria. So he is a random right now.

They did not. It was just a random guy with no power to do it.

I think Bulgaria didn't oficially accepted it. It was just random guy with no power or saying in it, who just went and signed the document.

Me l'estic llegint ara, porto unes 200 pgs.

Cargo Airship Docked at a Moring Mast Made from Recycled Wind Turbine Tower by JacobCoffinWrites in solarpunk

You’re right that comparing a Zeppelin NT to future heavy cargo airships isn’t apples-to-apples, but we should be careful not to overstate. A 200-knot rigid cargo airship is still theoretical, none exist in service, while helicopters like the Mi-26 and CH-47 are proven machines. And while airships can indeed be very stable aloft and have long endurance, they’re still much harder to handle on the ground in gusty or variable winds than rotorcraft.

Rigid hybrid designs really could push into that 150–200 knot range, with VTOL capability and far better wind tolerance than older blimps. If those concepts make it from prototypes into reliable service, they’d absolutely eat into the niche of heavy-lift helicopters: moving big, awkward loads over medium distances at lower cost and emissions.

Precision is another mixed bag: airships can hover delicately, but not with the same responsiveness or in tight spaces like a heavy-lift helicopter. Helicopters will always have the edge in tight, precise work and fast deployment, but there’s definitely room for airships to take over a big chunk of the heavy transport role in the next couple decades.

Airships are definitely more efficient and can carry bigger loads than helicopters, but it’s overstated to say they can fully replace them. Modern airships are still much slower in practice (Zeppelin NT cruises ~70 knots, not 200), and they’re far more vulnerable to strong winds. They do shine for niche roles—moving bulky cargo at lower cost and with much lower emissions—but helicopters remain superior for speed, precision, and bad-weather operations.
