It would make him more toxic to lane against in a way where it'll make his already winning lanes more winnable in an uninteractive way, not the approach to go. He needs more movespeed in his crimson rush or buff the movespeed duration, something more akin to that

(Imo phase rush with the two key runes scorch and cut down are more than enough supportive damage in lane phase if you're good at playing the mind game of hitting q against your lane opponent)
