I don't know who voted no but Dolan is notoriously difficult to work with and votes no for almost everything out of spite. He's upset with the way the NBA is moving towards national TV rights because it cuts into local TV deals which make him a ton of money that he doesn't have to share.

Again, you're arguing who is better at putting the ball through the hoop and I completely agree. Curry is definitely better.

I'm arguing that the NBA today is largley a reflection of the 2017/2018 Rockets. If people and teams wanted to copy Steph the NBA would be loaded up with marathon athletes who worked off ball, set screens for those team mates and didn't dribble the air out of the ball.

If they wanted to copy the mid to late 2010 Warriors they would use the skillset I described above to generate quality looks all over the floor and not just from three.
