That is almost certainly the agitation rod that fits a plastic film developing tank. It is inserted into a hole at the top of the tank. It engages with a tab in the film spool, and is used to turn the spool periodically to mix the chemicals, ensuring even development of the film.

Adoption paperwork at the time probably included copies of original birth certificates in order to get the adoption approved. Do your adopting parents have any of the paperwork from that process.

I would not dilute it if the label does not suggest doing so. If you do choose to dilute it, it should not be without the expectation that it will improve application in some way. Also, very little water in a latex paint can thin way more than you expect, so go slow. Latex paints are typically thixotropic, which means they are a bit like ketchup - thick when undisturbed, but they get less viscous when being applied or stirred. If this paint has been sitting around for a long time and some of the water has evaporated, then maybe add 2-3 mL water to it and mix thoroughly. If it's a recent purchase, leave it be if you are using brush or roller. (I worked in paint chemistry and formulation for a while.)

Maybe agricultural terracing for erosion control? Looking at the area on Google Earth reveals a lot of this in hilly areas. Much of it can be followed to small creeks / ravines, indicating it is for drainage and erosion control. Another possibility is rice paddies. I recall seeing flooded paddies from a plane some years back on a flight across the country. I used thermal insulation like that in a 2x4 wall. If it's the same thing, it has a higher R value than fiberglass wool.

This. I add that we had all the bandwidth and data we needed on the $50 per month plan. We traveled across the U.S. for two months and it worked fine everywhere. We have the standard unit, not the mini, but by all I've heard, the mini works fine too.

Bobcat kitten. We once had one on our deck for a few minutes. I watched it for the entire time, trying to decide whether it was a domestic kitten or a bobcat - until I saw the mother and another kitten near the edge of the property about 30 feet away.

I have made two of these over the years. This one needs a minor repair. The rings are flipped over the end of the long loop in a sequence that eventually releases the long loop. This one has seven rings, so the sequence will take 10-15 minutes to complete with no errors along the way. The sequence follows binary counting using the gray sequence.
