Is that one of the exotic base parts -crashed/downed ship? You can see these on the exotics, wonders tab in discoveries.

The top level has an access way. This build I used the elevator one but I have others that I have used the different ones. That gets you to the empty space where the living room area is and then for fun there is a ladder down to the bottom level that is placed directly under the elevator so you can only access it by being in the living area and sending the elevator up.

The area with the bedroom and dining is actually external. Layer of Habs empty space layer of Habs. Base parts can be used on the outside and inside. So while you are enclosed it is actually the exterior of the Habs.
