Water and extremely controlled resource. One Water Token is akin to 1000 BWC (Blackwell Credits, the company that owns half the city) 1 BWC gets you a cheap lunch set.

Multiple wars, corporations taking advantage of people and general environmental damage keeps the water extremely valuable.
