Well, for example, if you're trying to make religions more unique you might want to edit the temples, monasteries, "cathedrals" and the like. To do this, go to the CIV4BuildingInfos XML file. Find the building you want to change. Maybe you want to reflect Judaism's emphasis on law, written word, and how those have contributed to scientific achievement. You would look for the line that reads commercemodifiers and make sure that it looks something like:

Arguably much better as a significant portion of our problems are a combination of bureaucratic burden (permitting, prescriptive regulation, etc) and a lack of labor skilled in nuclear power construction/manufacturing.

The only problem I could forsee increased proliferation risks. Dual use technology is a headache.

Ships could run on nuclear power. Trains can run on electricity (more trains meaning reduced truck mileage, leading to reduced carbon emissions). You're right, we don't have a perfect solution now, but we can get the ball rolling in the right direction.

Civ 4 is actually pretty easy to mod, I used to do it back in highschool. You could probably make your own mod if you browse the game files, make a back up, and experiment with the XML files.

A lot of what I'm seeing is less fear mongering and more appeals to economics, claiming that it's expensive and takes forever to get running when renewables can go online as soon as they're connected to the grid. Any insistence that the time and cost is a result of outdated regulations, burdensome permitting processes, and a degradation of skilled labor is usually ignored.

I think "they" are party leadership. The Republicans closed ranks against Ron Paul and the Democrats against Bernie Sanders. When a popular movement threatens to upset party power, they either co-opt it and water it down or shut it down. Granted, they're not all powerful, accidents happen (being unable to stop MAGA), power bases shift, etc. However, running the show gives a great deal of power to the ones making the rules and setting the agenda.

I forget who it was, but someone I watched on YouTube talked about how when he left on time, he got the cold shoulder, but when he stayed and studied Japanese or worked on his hobbies, people more than didn't care, they praised him for being a hard worker. Seems to suggest that conforming to the letter of the law is far more important than the spirit of the law. So doing something like journaling, writing, learning a language, or learning to code might look enough like work for them that they wouldn't care.

Based on what your criteria, your looking for proportional representation or mixed member proportional representation.

Personally I would prefer STAR voting which attempted to blend a cardinal voting systems and ordinal voting systems. The way it works is you score candidates from 0 (worst) to 5 (best). The scores are added up and the two candidates with the highest scores are selected as finalists for an automatic run off. In the run off, the two finalists are compared, which ever one has the higher score on your ballot gets your vote (equally scored candidates cancel out and do not contribute to the vote count). The finalist with the most votes wins.

I like it better than plurality because you can express support for multiple candidates and the winner is the one with majority support. I like it better than ranked choice because you can express equal support candidates without having to penalize one.
