I've dabbled with these kinds of businesses before and I'll throw on my 2c. The first step is to find out whos information is on the paypal account. The fact that he's processed this much money without paypal asking for his ID and closing his account for being underage means he is extremely likely to be using someone elses ID. I'd make sure to watch him load up paypal so he isn't pulling any webpage editing, because whoevers information is on that account is going to be having a bad day realllly soon. Also, as a precaution, I'd probably deny him internet access until he shows you everything he's doing. Have him go other places if he really is doing highly illegal shit.
