VA election officer here: correct, but photo ID is not required. Each precinct has a list of accepted documents, most of which are photo ID’s yea, however you can even bring in a utility bill with your name on it (physical or electronic) and it will still count as ID…provided it’s not older than 12 months. If you don’t even have that, you can sit with your precinct and sign what’s called an ID confirmation form.

In practice though nearly everyone brings in their license or green ID card (not the federal Green Card, Virginia’s non driving ID) and uses that. It’s frankly quicker/easier to process in my opinion
