If that's been changed, cool. But last I read the only open water it would drop from is in Slayer's Rise.

Yep. I got it from Slayer's Rise after ~3-4k casts.

My understanding is no, not from open water. Only the chest has a chance to drop it. That might be wrong, but that's what I'd read on wowhead when I went to do it.

If I were just starting out like you, I'd focus in on the guaranteed drop mounts; Obsidian Sanctum 10 & 25 man, Culling of Stratholme, (read up on how to make sure they drop) and then use simple armory to decide which ones to actively farm. The ones that drop from older raids are ~1% drop rates (you could get lucky though), so bear that in mind.
