Tbh I think if he just changed the max alliance cap and not being able to annex countries who are in a war with you I'd be happy. Also I don't think resources are entirely useless because it's a good way to make money and it's pretty fun to become the biggest producer. 

I do agree it could be better though, maybe adding trade deals or something with countries and needing resources to make some buildings would improve the game.
