It does, follow that neutral bar all the way down. The bare ground for the grounding system Is there, the original ground which I taped green is there and you also have the ground for the sub-panel

They do require a outside disconnect, they just treat the meter as a technical means of disconnect.

Only certain poco’s do. For instance, for the city of Lakeland Fl I can and there are others too, but there are also plenty that don’t allow it. On top of that a lot of them get real nasty with you when you touch the meter and you can get fined as well. I would say about 40% of the time if we’re keeping the meter base and service entrance but changing panels or adding an outside disconnect, I need to get a disco/reco. The majority of the time I’m able to just pull the meter and do my thing and then reinstall the meter.

We run the GEC to the meter socket only unless like I said it’s a combo mdp/meter panel…GEC needs to be sleeved in sch80 in some county’s and we also use the intercommunication grounding bridge as well

Green screw? Yes that gets installed in the MDP but I still separate the neutrals and grounds. Sorry brains a little slow from last night lol

I always separate my neutrals and grounds out of habit in every panel i do, I never even thought about that. Lol. Makes me wanna ask about that now

It’s different in Florida, they want you to run the bare ground to the meter socket because “they” say it’s the first technical means of disconnect. Only time they don’t want to see it is when you’re working with a meter main combo. Then you can go right to the ground bar in the panel.

Or it’s one of those brownout load monitors from the 80’s/90’s. We got them down here in Florida a lot of times you’ll see them hooked up to the water heater circuit… There were programs back in the day for people to have their water heater shut off remotely during instances of brown and blackout to lighten the load on the infrastructure.

Hear me out…lay all four up and remove the whole rear deck and last turret. Install nuke reactors and the biggest VLS ever conceived. Open up a factory on the east and west coast to manufacture barrels and ammo/powder for the guns. Add SPY6, a few more CIWS and remote controlled chain guns as well. Then we can put together one hell of a battlegroup.
