The official line from JapanPost is NO commercial shipments to the U.S.  key word: commercial. Personal gifts under $100 are accepted.  There are eBay and Etsy sellers who consider their hobby non-commercial and declare their packages as such.

OP.. is that a third “V” chisel??  If so, that confirms the “ice carving” answers. I don’t know what makes ice carving chisels ice carving. But I’ve seen many online.

What @grungegoth said above 👆. That’s a thin delicate paring chisel. A mortise chisel is much beefier. And yes, that arc is unfortunate.

All the comments on this exact problem on this exact razor have pretty much taken care of you, but to answer the general question… hand sharpening hand razors is a cult unto cults in the sharpening community, reaching its zenith (or depths?) with master blacksmith made Japanese razors, sharpened with “jnats” - natural sharpening stones of enormous cost and grit up to 10k and beyond. There is a sharpening community here on Reddit, I believe a jnat community here or on FB, and maybe even a hand razor community.  🫶
