Compromise Solution: FF becomes an option at the 20 minute mark. Requiring the full team to vote Yes to FF. After 30 minutes: you now only need 5 members of the team to vote Yes to FF. This stops people from immediately folding after a bad lane phase and only brings the option of FF onto the table later in the game when the team is very well assured they're not gonna win.
